Fiscal horsepower is not DIN horsepower: it depends on displacement and sets the road tax and part of the registration tax. Enter the displacement, the result is immediate.
Box P.1 of the registration certificate. An electric car has no displacement: its fiscal horsepower follows the kW.

Fiscal hp = displacement bracket (art. 23 of the Code of taxes assimilated to income taxes) ≤ 750 cm³ → 4 hp; ≤ 950 → 5; ≤ 1,150 → 6; ≤ 1,350 → 7; ≤ 1,550 → 8; … > 4,150 cm³ → 20 hp + 1 hp per 400 cm³ bracket started
Belgian fiscal horsepower is defined by article 23 of the Code of taxes assimilated to income taxes: each displacement bracket corresponds to a number of fiscal horsepower. It has nothing to do with actual power (kW or DIN horsepower).
This figure appears on the registration certificate and serves as the base for the annual road tax (Brussels and Wallonia) and for the registration tax at the federal rate. For an electric vehicle, fiscal horsepower is derived from the power in kW.
The calculator applies exactly the same table as AutoCalcul’s TCO engine: when a vehicle’s data sheet does not state its fiscal horsepower, this function estimates it.
DIN horsepower measures the engine’s actual power (1 kW = 1.36 DIN hp). Fiscal horsepower is an administrative unit calculated from displacement: a 150 DIN hp Golf 1.5 TSI has 8 fiscal hp.
On the registration certificate (box P.1 for displacement). Fiscal horsepower is also shown on the road tax assessment notice.
An electric car has no displacement: its fiscal horsepower is determined from the power in kW. In practice, the road tax of an electric car is the minimum rate in Brussels and Wallonia, and a reduced flat rate in Flanders for registrations since 2026.
Yes for the federal rate (Brussels and vehicles on renting): the registration tax is set there by bracket of fiscal hp or kW, whichever is higher. In Wallonia, the base amount also depends on this bracket before the CO2 and mass correction; in Flanders, the BIV no longer depends on fiscal hp.
